What does the up-grade do and where can I get an action replay???

Up-grade is when your Pokemon gets better.
An Action Replay can be bought in a games shop.

The item Up-Grade will allow Porygon to Evolve into Porygon2. You can get this item at Spila-Co, in Saffron City.

Import a Porygon to another version while it is holding Up-Grade to Evolve it into Porygon 2. That is the only true purpose the Up-Grade has.
