In Leaf Green it can be found in Mount Ember or Pok�mon Mansion. It cannot be found in Fire Red.

Magmar is found only in Leaf Green at the Pokemon Mansion on Cinnabar Island or Mount Ember on Island One

You find him only on leaf green, he's rare and can only be found on One Island.
