Question for Pokemon FireRed

I beat the final 4, so I went to island 1 and talked to cecero but all he said was "you look busy." so I went to mt. Ember to face the 2 rocket members, but it wouldnt let me, what should I do? I need the gem

First you must go to Four Island and fight the rockets that are in the cave.
