Question for Pokemon FireRed

I'm stuck on the 3rd island I've beaten the elite 4 and after that i went to talk to celio and he told me that I looked busy as usual (etc).

Then I went to where the rockets are near Mt Ember but all they said was that the admins gold is near here, and the other rocket said 'what are you staring at go away'.

How do I get to the 4th island.

HELP PLEASE !!!!

You need to give him the Ruby

So you need to get the national dex from proff oak by catching 60 pokemons, then go back to the island and he will ask you to get a Ruby gem for him which you obtain where the rocket dudes are standing at, just beat them and find the ruby and give it back to Celio and then he will ask you for the Sapphire and will Trade your tri-pass for a rainbow pass which allows you to go to Four Island and get the sapphire and explore and meet new poemons
