Try getting an Abra and train it to level 20 or 25

Your Charmeleon needs to be anywhere through level 25- 30.

I also recommend catching a Butterfree and teaching it stun spore,sleep powder,confusion and poisen powder. Have the Butterfree be around level 17.

Mine was around level 28, because i defeated all the trainers on Route 24 before facing Misty (if you teach he Mega Punch/Kick it will be easy).

Well Mistys Pokemon are around 20 so I would say around 30-40:}
