You would need an actual Action Replay device, which can be bought online.

Go to the cheat list at cheat menu.Click gameshark and paste this cheat 000014D1 000A 10044EC8 0007,this is master code cheat.After you paste this cheat click ok.You can see two cheat is enabled.E for enabled D for disabled.Then go click again the gameshark and paste this 82003884 0001,this is Master Ball cheat.Then click ok.Go to pokemart buy pokeball now you can see the pokeball is change to master ball.
