You will get it once you get to the Vermillion city Pokemon Center. When you get there, there should be a girl who when you talk to her will give you the item VS Seeker.

The girl is not in my poke center in vermilionGuest answered:
Step 1:
Go to Vermillion City.
Step 2:
Walk into the Pokemon Center.
Step 3:
Talk to the girl by the counter. She will give you the Vs. Seeker.
