It's an issue that's been bothering Nintendo for a while.
The programming in the older games is different than those of the newer versions, so it's impossible to create such a game — possible, but horrendously difficult.

Because the datachips from the GBC games are completely different from the GBA's datachip and the old pokemon games are really messed up such as Missingno and glitch city could mess up your game!
