If you mean how to swim on your Pokemon in water, you'll want to get the Surf HM. You can find it in the Safari Zone.

You will find a HM move called Surf in the Safari Zone, this is what you need for your purposes. Teach it to a Pokemon and stand near an expanse of water and press A. It will then say "Do you want to surf" say yes. Sorry if the phrases are wrong, haven't played the game is ages.
