i havent beat the elite four and i need to know how to level up fast

The fastest way to level up is usually battling.
Use the VS Seeker and rebattle trainers.

Go in Victory Road / Route ... the one to Victory Road. KO all of the Trainers there, then use the VS Seeker anywhere else (doesn't work there, on any of the games. None. Not anywhere in the RBYGSCRSFRLGCXDEDPPtHGSS Pokemon Games. In short, not in Red, Blue, Yellow, Gold, Silver, Crystal, Ruby, Sapphire, FireRed, LeafGreen, Colusseum, XD, (Colusseum and XD don't even have one!) Diamond, Pearl, Platinum, HeartGold, and SoulSilver.
