I believe is go and get a ditto(dont ask me where...i got a couple since I past the game by breeding) after getting a ditto go to the breeding house and breed them.

There are numerous Pokemon that Eevee can breed with. Ditto is one, yes. But, in a manner of speaking, anything that you put in the Day Care Facility with Eevee that the Day Care Man originally states as "doesn't seem to like each other much" (meaning Eevee and the other pokemon) will mean that they can breed together.
