You can track them again. To get Chikorita, Totadile and Cyndaquil, you need to trade or use a Gameshark

After you see one of the three dogs, and it runs away, you ca track it again by going to your pokedex and going to that dog and hit area, it should tell you were it is, it is always moving though. To get Chikorita, Cyndaquil, and Totadile, you can trade from Rubyy, Saphire, or Emerald. To get them on those games though, you have to complete your pokedex an then talk to the professor. You can pick the one you want. I hope I helped.
