It just depends. A Pichu needs to have max friendship with you to evolve to a Pikachu meaning that; you need to walk with it in your party a lot, let it win battles, and to never let it faint during battles.If you do these steps exactly,your Pichu should evolve around level 16-28.Hoped I helped.

Pichu evolves by having enough love from the trainer, then he evolves into pikachu.
