Upgrade can be found in the Rocket Hideout on the Sevii Islands.
Its near to the north of the building nea to a Grunt.

Upgrade can be found in the Rocket Hideout on of the Sevii Islands. You could also obtain it from the Trainer Tower in Seven Island but you have to reach the top in single mode and you can only obtain it in trainer tower once.
