To get the 7th badge you will need to find the key which is located in the Pokemon Mansion in cinabar island. you can get there very easily just by surfing from Pallet Town. the key is in the basement which is very deep inside the mansion. the 7th gym leader has fire type pokemon so may i juat suggest you catch a water type pokemon before battling.
