From Generation 3 games and onwards, Whirlpool is no longer a HM move. It was an HM on Gold, Silver and Crystal. The only Pokemon form Gen 3 that learn the move by leveling up are: Mudkip lvl 33, Wailmer lvl 19 and Clamperl (starts with the move). But you'll need to Trade them from Ruby, Sapphire or Emerald
