When you get to Vermilion City go to the poke center. Right next to the nurse is a girl with blue hair. Talk to her and she will give it to you.

I think you have to talk to some girl in a pokecenter. I think the one in the town with the ship you can get on.

Go to vermillion city,go to the PokeCenter then go to the girl next to the counter talk to her she will then give it to you.

In Vermilin City, in the pokecenter there is a fighting avater girl that'll give it to you when you talk to her.
