He's at Island 5 in the Water Maze.

The old man is on Five Island, at the end of Water Labyrinth to be more precise.

I just put all my Pokemon but my lvl 68 blastoise in the pc and used Surf to go to the island where the man is. Talk to him and if you have been nice to your Pokemon left in the party, he will give you the togepi
