Firstly, you can relax some because you do not have to buy the Bicycle. For now, forget about the Bicycle until you reach Vermillion City. Once you are in Vermillion City you need to find the Pokemon Fan Club building. Go inside of the building, and talk to the president of the Fan Club. If you listen to his story about Rapidash then he will give you a Bike Voucher that you can use to get a Bike for free. Now, after you receive the Bike Voucher from the President as a gift, head back to the Bike Shop in Cerulean City. Talk to the Salesman and show him the Voucher. Once you do, he will give you the bike. Hope this helps.
