Well there groudon,kyogre,rayquaza,relicath because hews nearly impossible to get you have to be really lucky,latios,latias,feebas hes hard to see as well,thats all really unless you count jirachi

I think there's 7 obtainable without trades or hacks.
Kyogre.
Groudon.
Rayquaza.
Regice.
Registeel.
Regirock.
Latias/Latios.

The rare/legendary Pokeomon in this game you cancan get witout cheating or attending a Nintendo event are:
Note: an asterisk (*) means that you must trade to obtain this Pokemon. Two asterisks means you must attend a Ninttendo event or cheat for the Pokemon.
Groudon, Kyogre, Rayquaza, Registeel ,Regice, Regirock, Latias/Latios (Depending what colour Pokemon you said you saw after beating the Elite Four. If you said red, then it's Latias. If you said blue, then it's Latios).
The legendary Pokemon that you need to cheat for, trade or attend a Nintendo event get get are the following:
Ho-oh (Either trade with Pokemon Colisseum or cheat/go to a Nintendo event to get the Mystic Ticket to go to Navel Rock here Lugia also resides) Lugia**, Zapdos*, Articuno*, Moltres*, Entei*, Raikou*, Suicune*, The other Lati you didn't catch after saying Red/Blue**, Jirachi (Either trade with the Pokemon Colisseum bonus disc which I don't know where to get or go to a Nintendo event or cheat) Deoxys**, Mew** and Mewtwo.
