I don't think it really exists. Either that or it's a special event item. go to: http://www.serebii.net/diamondpearl/items.shtml
It has a list of all the items in d/p, but from this site you can see images of every item in Pokemon, if the wish tag exists, it will be here, and there will be an image of it, telling you where exactly you can find it.

You can only get it with a Cheat device now. The event already passed.
