Question for Pokemon Emerald

I'm currently EV training a tyranitar in attack and I've cheated blazikeins using gameshark to get a lot of EVs and I began getting 9 to like 15 then it started getting like 3 or 4 after fighting like 10 blazekeins and then I would use rare candies until it is level 100 and it's attack is 392 instead of 403 WHY!!!!!
