How do you get those team aqua grunts to get out of the way of the museum? You know, where they are all lined up?

You go to the place where they build ships and talk to the fat person sitting by the desk. Then walk out and go to the museum and they will be inside. Captain Stern will be on the next floor. There's one of the Team Aqua grunts that will give you a TM as well.

Go into the big building at the shipyard and talk to DOC. Then go back and they will be gone.

You need to go to the larger building that below it. It's the grey one and you head straight up and talk to the guy there. Then after he finishes talking, you should be able to get in.
