I think you can buy one at the big super poke mart in that one city I forgot the name but if you can't find it there you wont get another one. Sorry
(the city where there is a Pokemon contest there and there is a safari zone west of it)

Its in Lilycove City, the big ass market your talking about.. But they dont have it there..Search for more answers for Pokemon Emerald or ask your own question here.
