First you have to beat the Pokemon Leage.
Second you must have a Wailord and a Relicanth.
Third you must have Pokemon in your party that knows Dig , Dive , and Surf.
What you do is fly to Pacifidlog Town and use surf until you see a dive spot shaped like a circle.
Dive into it and explore until you find a room that has no entrance then arange your Wailord and Relicanth(I think it was Wailord first then relicanth last , after the door opens you can arange them to the way you want).Then you will go to another room that has no entrance then use dig after you read the braile.
Then read the braile in the next room and then your little person will say that they heard a loud rumble from far away.The Regi caves are now open.
I may have got the rooms mixed , the ones with the Dig and Wailord and Relicanth , you will figure that out on your own.
