After beating Tate and Liza, and the Magmas in the Space Institute, beat Archie, the Aqua Leader, in the Seafloor Cavern. He will release Kyogre, then the world will have Rain and Shine. The 2 Pokemon should be fighting after this.

You can't get groudon or kyogre untill you beat the elite four.
