That wiggling tree is a Sudowoodo. Use your watering can on it.

Have the Wailmer Pail that you get from that flower shop and use the wailmer pail on that "tree" the tree is actually a rock Pokemon called Sudowoodo who's at lvl 40

If you ever played Gold Silver or Crystal, you'd know that it's a Sudowoodo. Sprinkle it with the Wailmer Pail and it will battle you.
