Go to the Weather Institute after you beat the Elite Four and the guy will tell you where Kyogre is located, then when you get Kyogre he'll tell you where Groudon is.

You have to go to the weather institute and talk to the scientist upstairs and he will tell you about a drought and heaviy rainfall. When you go to the route specified you will see a cave somewhere (groudon) or a new place to dive (kyogre). Just go in the cave to catch them.

Catch groundon at Terra cave , kyogre at marine cave , to find out where they are, go to the weather instituite and talk to the owner (the guy who gave you the castform) , if he says I have seen droughts around a route, that means groudon will be at that route, you will notice some intense sunlight around you, so if see strong sunlight, your on the right path, when you see a sudden cave that you've never seen before in the sunny place, enter it, groudon will be there. You are now in Terra Cave. I can't remeber the thing for kyogre but if he says something like serious rainfall or anything other than "droughts" , then thats kyogre. Go to the route where he tells you where he discovered heavy rainfall, it will be in the water. For the next part you will need SURF and DIVE , go to the route where it's heavily raining , and dive, you will be in marine cave. NOTE: To capture these Pokemon I believe you need to beat the Pokemon League , and to unlock the national dex, but I think it's only the Pokemon league.
