You can catch both Kyogre and Groudon on Emerald.

You can actually catch Kyogre and Groundon. To catch them, you have to beat the E4. Once you do that, go to the Weather Institute and talk to the professer. He will tell you a place where vicous weather is(either a downpour or a drought). Go to that and if it's on land, look for a cavern that wasn't there before. If it's on water, you need to have dive since Kyogre lives underwater. Once you encounter them, they will both be on level 70. Good luck!
