Snorunt can be caught in the cave where you collect the items for the shell bell (just north of mosscity). You can only find him when the water is down. Feebas is found the water parts between mauville city and treefort city. You can always just use your pokedex. And as for the time, thers nothing we can help with.

Feebas is the river on route 119. Use a super rod tocatch one, but they are extremely rare. Snorunt can be found in the ice room of Shoal cave, near Mossdeep City. About the game glitch...
I had the same problem on my Sapphire. It said something about the internal battery had run dry. It also said time related things might not work. I got mine to work a few times later, so don't worry. The game will still work.

skyskiing answered:

What you should have done was set you're clock to 6 pm when you started the games because the tide only goes down at 6 pm so because you're games currupted it will stay at 6 throughout the game so you can get snowrunt whenever you want and catching a feebas is a 8% chance thats y milotic is so wanted but don't give up because when you're about to give up looking thats when it shows up
