To get kyogre and groudon you have to beat the elite four (which is pretty easy with rayquaza)and then go to the weather institute and talk to the professor near the computer and he will say to go to some route (which I can not say because it can be different). You have to use dive for kyogre. The caves are called marine cave and terra cave.

Zattack101 answered:

Go to the weather station near Fortrre City. Then talk to the guy you saved. Then he'll say theres a down pour in one of the Routes. ( forgot witch one. )
Then dive in the water then you'll get Kyogre. Then go back to the weather station he'll tell you that theres intensive sun near Rustburo Tunnel. Then fly to Rustburo City. Go to the route then you'll see a cave. Go inside and you'll face Groudon.

P.S You have to beat the Pokemon Leage first.

Riku994 answered:

You catch both. Beat the Elite Four and go back to the Weather Institute. Talk to one of the scientists and he'll tell you about terrible rainfalls on a certain route. Go there and dive looking for a new cave underwater.

To get Groudon, you must first beat/catch Kyogre and go back to the Weather Institute. The same guy will tell you about huge Draughts on a route. Go there and look for a new cave. Both Pokemon will be at level 70.

GanstaGamer answered:

You can catch both to find them go to the weather institute and talk the scientist upstairs he will tell tou about sunlight or rain;Groudon or Kyogre then follow the route they are both level 70.

pika_numba1 answered:

Yes, you can find groudon and kyogre in emerald. To find kyogre and groudon you go to the weather station and ask the guy in the second floor. He will tell you either there is a lot if rain at route ? Or there is a lot of sunshine at route ?. You can catch both of them. Groudon will be found in a cave And it only appears if you talk to the weather man. Kyogrewill be foun underwater so you need dive.

Hope this helped.

Yes. After you beat the elite4, fly to Fortree, go to the weather institute, talk to the professor and he'll say "I've traked the the weather conditions over hoenn..." and then he'll say 1 of 2 things: "heavy rainfall has been occuring over route ?." or "a drought has been occuring around route ?." Go to the route he talked about (rainfall=KYOGRE drought=GROUDON). I recomend you get alot of pokeballs (to make the battle last longer) and get alot if timer balls. I only used ultra balls and it still took me about 5 hours to catch them. Make the battle last about an hour and then start using timer balls. Kyogre knows sheer cold (a 1 hit ko attack that has bad accuracy), rest, hydro pump, and double edge. For kyogre, I recomend a Pokemon with good speed, evasion, knows surf or waterfall, yawn or hypnosis or sing, and is lv100 because kyogre is lv70. Groudon is also lv70. Groudon knows rest, fire blast, solarbeam (despite the sunlight, it still uses up 2 turns sometimes), and fissure (also 1 hit ko, I don't know the accuracy because it had no effect on me). I reccomend the same as Kyogre except know fly. I recomend a lv100 ryquaza for both. NOTE: SAVE YOUR GAME BEFORE BATTLEING EITHER BECAUSE IF YOU MAKE EITHER FAINT, U WILL DEFINATELY REGRET IT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Once you get the first, you MUST go back to the weather institute and talk to the prof. To get the other. Even though it is complicated, it is very worth it. If the weather conditions subside, just go back to the weather institute and talk to the prof. again (he might change the route on you but just go with the flow).

gibmyster answered:

Yes you can get both. What you have to do is once youve beaten the league go to the weather institute and talk to the guy at the window and will say that ther is a drought or a drizzle on a certain route so then go to that route and find a special opening there and you will find kyogre (if it is a drizzle) or groudon (if it is a drought). Then once you caught one of them go back to the weather institute to get the directions for the other one.

Lugia_Dude answered:

Yes you can. After you beat the game, go to the weather institute near fortree city, and talk to that scientist you saved on the top floor. He will say one of the following: "there is a big drought near route (what ever route it is). Could that be the resting place of...?" if he says that go to the route and go into a cave that has opened but was never there before. After a while you will find Groudon. If he doesn't say that then he will say "There has been a massive amount of rainfall in route(what ever route it is). Could that be where...?" go to the route and use dive. You will find a cave that wasn't there before. Go in and through the cave to eventually find Kyogre. They are both Lvl 70's.
