Yes there is, it s called thief and it is a dark type of attack. It is located at Slateport city when a team aqua grunt gives it to you in the museum.

Yes there is, when you beat the 2nd gym leader and go to slayport city, you will see team aqua lined up at the oceanic museum. You can't get in yet so you go to route 110 and you will see 5 aqua grunts standing there blocking the road, talk to one and they will walk away. So after that go back to oceanic museum and pay $50 to get in. Talk to team aqua members and then you will get TM 46 (thief)from the grunt you battled earlier.
