The only way you can get a Sceptile is if you start out with a treecko or trade with somebody else.

You can only get Sceptile if you chose Treecko as your starter.

You can get treeko as a starter and level it up. Check the upper portion of the questions page. There might be an answer I submitted to give you tips on a movest for that sceptile.
