Ok, I'llanswer your questions:
1) The mirage Pokemon is know as latias or Latios and you find one wild in hoen after you defeat the ekite four depending on what colour Pokemon you said you saw on the tv.
2) You catch jigglypuff in the route above Rustborow city. You'll need surf to cross the waters and then on an island you should find some grass which jigglypuff apears in.
3) Ok, you catch feebas by fishing using a good or super rod. It is found in the waters of the route to the left of Fortree city.
A mirage pokemon? Never heard of such a thing. Perhaps elaborate a bit more on what a mirage Pokemon is. To get a jigglypuff either use cheat codes for an action replay or gameshark, or trade with a fire red/leaf green Pokemon game once you have the national dex (after beating the elite 4)
Feebas is located in the water on route 119. You catch it just the same as any other pokemong you have ever caught, toss a ball at it. Catching it is the easy part, the tricky part is finding where feebas is first, out of the hundred or so water tiles on all of route 119 feebas appears in only 6 random ones. So I suggest fish a lot, but once you find one it will be in that same tile forever making it easy to catch lots.
