You will not see Team aqua or Team Magma after you have seen the cutscene featuring Kyoger, Groundon and Rayquaza from my knowledge. It is also impossible to get the aurora tcket or mystic ticket on emerald without the use of a cheating device or by going to an event outside of the game.
