Ok to battle a frontier brain, first of all it's different for every single place in the frontier. But you can make it to all of them by doing one simple thing. Not ever losing. Its not so simple though, it's tough but you can make it if you work hard. As for larvitar, you wont be able to find him in the wild anywhere in this game, nor will you be able to do an in-game trade or anything like that to get him. The best way to get him would be to beat the elite 4 and get the national dex, then trade him from a fire red/leaf green also with the national dex.

1. You must first beat the facility a certain amount of times, then the Brain will come and challenge you?

2. Trade from Fire Red or Leaf Green.

i have an answer on question2:You have to trade it with a pokemon firered or leafgreen,and on that game you find it in seavault canyon. But it is a rare pokemon.
