Use a lot of Max Repels and don't fly around...search in the water areas...

After the Pokemon league, go home & talk to your mom. She will talk about a strange Pokemon she heard of in TV. She will ask you the color of the strange pokemon. Say red for latias or blue for latios. The go find them in the wild. When you first go to find them, they will be in a random place. (HINT: THEY WON'T BE IN CAVES, BUILDINGS, NOR THE SAFARI ZONE! THEY WILL EITHER BE IN TALL GRASS OR IN ONE OF THE OCEAN ROUTES. AN EASY WAY TO FIND THEM IS TO USE REPEL IN EVERY ROUTE. THEY WILL BE THE ONLY POKEMON TO APPEAR.) After you find them, they will be in your pokedex. But be careful, every time you go to a different city/town/route, the move, too. The best way to get them is to corner them!

Beat the Elite Four and choose Latias (the red pokemon) to be the one you find around Hoenn.

Beat the Elite Four. Watch the TV with your mom and tell her that the color they said was Red.
If you already chose Blue for Latios, then you need to cheat or trade.

Don't use repels. Search everywhere. It appears on rendom routes except safari zone and caves. When looking for it, make sure you have Pokemon under level 40 or elso it won't appear. Best place to search Verdanturf- Slateport.
