And where can I find Latios and Latias?

Revive it at Rustborough city
Lati@s will appear after you beat the game and picked a colour
Blue For Latios
Red For Latias
It will start roaming around Hoen when you beat the game

Take it to the Devon Corporation at Rustoboro City. You can revive fossils there.
Latios/Latias can be found all around Hoenn after beating the Elite Four. You'll see a TV ad, but it will say that "A bzzzzzzzttttt colored Pok�mon as appeared recently," or similar to that. You need to choose a color that your mom asks you, Red for Latias, or Blue for Latios. They're really random, good luck!
