Question for Pokemon Emerald

To complete your national dex, do you have to catch the unobtainable Pokemon too,(Lugia, Ho-oh, Celebi, Deoxys, Jirachi, and Mew.) or can I just forget those?

Jirachi and Deoxys are part of the Hoenn Dex, but don't go towards it.

To answer your question, yes you do. But you don't need Jirachi/Deoxys for your Hoenn Dex.

You have to catch all of them!! All of them or that diploma will never be yours

Yes, you need them to complete it. You get them through cheating devices or a nintendo event.

Thanks guys! I've got 369 Pokemon, and most of the others I can get with fire red, but the only thing I can't get is the chikorita evolutions. I'll buy a gameshark and get the unattainable ones. Thanks for your help!
