1) Give it only high level Pok�blocks that increase it's Beauty condition.
2) Go to the Berry Master's House on Route 123. Tell his wife the phrase "Challenge Contest." She'll give you a Pamtre Berry.

Give it Blue Pok�Blocks to raise it's Beauty level, AND ONLY THE BEAUTY LEVEL. DO NOT TOUCH ANY OTHER STAT OR IT WON'T WORK. When the beauty level is maxed out, level up Febass and it will evolve into Milotic.
Pamtre Berries are found in the wild.

1. You max out it's Beauty Condition by feeding it Pokeblocks with a dry taste, and then level it up.
2. I think you get the Pamtre berry from the Berry Master's wife on route 123. She'll ask for a good saying. You tell her "CHALLENGE CONTEST", and she'll give you the Pamtre berry. (note: to achieve this, you need to enter at least one contest in Lilycove City)

1. The best way to evolve Feebas is to only feed it Blue or Indigo Pokebloks because they raise mainly the beauty stat. Also it is helpful to level it up only when it's beauty is all the way up so you oly level it up once and the Milotic will be able to learn it's moves.
2.To get Pamtre Berries tell the BerryMasters wife by telling her the phrase CHALLENGE CONTEST.
