On Route 104 on the Rustboro side, there is a shop that sells plants for your Secret Base. Or at least it sells them once you get TM43 (Secret Power). But even before that, you can go in and talk to the girl and she'll give you the Wailmer Pail.

Go to the flower shop just near Rustborough City, Talk to a girl there and she will give you the wailmer pail if you like flowers

Talk to one of the girls at the Pretty Petal Flower Shop on Route 104 near Rustboro and she'll give you a Wailmer Pail.
