I have a Pokemon that has the ability pick-up and I'm wondering what level it has to be in order to pick up TMs

It has to be at a high level. You get certaain TMs at different levels. It goes like every ten levels, some items will become easier to find.

It doesnt have to be a certain level, this system however, will come in on Pokemon Diamond and Pearl.

You won't be picking up TMs with the Pick Up trait. Just regular items. I only once used a pok�mon with the trait Pick Up, and I just found items such as Potions, Antidotes and Paralyze Heals. Nothing special.

Well... According to Serebii.net, it is very rare to pick up TMs.
Lv:51-70: TM44 (Rest)
Lv:71-90: TM01 (Focus Punch)
Lv:91-100: TM26 (Earthquake)

Master Volthawk pretty much spelled it out, and you don't have to wait for Diamond/Pearl!!-it works in Emerald, and even in FR/LG I got like 30 or more TM 10 Hidden Power and another one, too, I got occasionally, can't rememeber what. (Even in R/S it worked) Basically it's rare, but possible when they at Level 70 and up. I suggest putting multiple Pokemon with Pickup(Zigzagoon/Linoone, Phanpy, Meowth, Teddiursa, Aipom all have it, too) into your Party at different levels and if you check after each battle, one or more will usually have something every couple of battles at least. Also, it'll pick up better in 1st place, but it's not mandatory-I don't and I never need to buy anything at all, I have so much stuff (not from cheating) that they picked up for me and you can always sell stuff you don't want for stuff you do!!! You get some pretty good items, so try it before believing the haul won't be that good! I get nuggets all the time, and plenty else! High levels can also get Leftovers, King's Rocks, Elixir, Ether, Full Restore,HP & PP UPs, Max Revives, Nutrients etc., etc...and sometimes lower levels get lucky, too.
