Can you get Bagon In emerald? And if so where is it? Is there a specific time you can get it?

Yes
After you beat the league go back to metoer falls and go up to the waterfall an dfind the dragon cave, that cave has the tm2 dragon claw and Bagon is at level 25 or 26.

Go to one of the deepest parts of meteor falls, it's only found there
