Just complete your Hoenn Dex, the first 200 only, you don't need Jirachi or Deoxys. Then Professor Birch will give you a choice of the Jhoto starters-look on his desk.

No just the Hoen Dex, then when you go back to Prof. Birchs lab, you will see three balls there. Thats his gift for you, one of the Johto Starters.

You can't get Jhoto starters in this game dude, but you will need the national pokedex, if you want to trade with a friend etc.

Complete the Hoenn Dex, then talk to Prof. Birch to get a Johto Starter.

Well think about it. If you complete your National Dex, you should've already gotten the Jhoto starters in order to complete it. So, you only need to complete your Hoenn Dex. If you do so without cheating whatsoever to complete it, Professor Birch should call you via Match Call to tell you to come to his lab, yada yada yada.
