You'll have to trade it from another version.

Trade or cheat are the only way to get eevee in emerald.

You can only get eevee from the Fire Red or Leaf Green versions. There is no way to get it in Emerald except using a cheat device, I think.

Yes, you need to trade Eevee. Fire Red/Leaf Green/ XD Gale of Darkness is where you can get Eevee.

Yes you need to obtian one from a friend with one or from a Leaf Green/Fire Red. But once you have one you can breed it until you are happy.

Well, you can't get one except from FR/LG (one you get from the desk) or Colloseum (Espeon & Umbreon starters) or XD (Eevee starter). You can trade in any of them and then breed them to get one(or more!) for Emerald. Or breed them in FR/LG and trade over.

No, I believe there is a way to obtain Eevee on the game, but by code, you can trade from other games such as Ruby, Sapphire, FireRed, or LeafGreen.
