Question for Pokemon Emerald

Hi, it's me again,
My Feebas is level 50 and it will not evolve, also I have fed it alot of dry Pokeblocks so it's beauty is high, but it still will not evolve and it is up to the hyper-ranked contest in the beauty competition. Can someone tell me how to get it to evolve?

Is the Beauty level at a point where it touches the outside rim of the condition meter and it can receive a Blue Scarf from the head of the Slateport Fan Club?

You need to only max out it's beauty. Then you Level it up, and it will Evolve into Milotic

Well first of all it's beauty cannot only be high, but up to it's max! So unless it already has a rating of 10 in it's condition, try to keep feeding it dry pokeblocks until it DOES reach it's maximum beauty condition. And then when you do that, all you need to do is train it one more level and it'll evolve into a Milotic.

Hes about ready to evolve. It's beauty has to be at Max then up one level. Being just high is not good enough. Its ranking in contests doesnt help it evolve unless it contributes to it's beauty. More or less you just raise his beauty till it wont raise anymore then level him up.

The buety has to be touching the outside of the buety meter then you will be given a blue scarf
