Trade a blue shard for a water stone in the guy that lives near mossdeep city, he collects shards and he will trade it for a stone depending on the colour. wailmer evolveds at level 40.

Water Stones, I think, can be traded from FR/LG.
And Wailmer will evolve at Lv:40.

I don't think you can get the stones in this game,so you are goingto have to trade from another game with the stone attached to the pokemon.

Catch a Clamperl holding a blue shard and give the shard to the guy who collects them and he will give you a water stone. Wailmer evolves at Lv. 40.

Wailmer evolves at level 40. A Water Stone is on the Abandoned Ship.
