You need the aurora ticket to get to birth island to get deoxys.
Since deoxys has 4 forms, you get the attacking form, which means that his attack stats are double than the original.

Deoxys can be gotten on Birth Island in which you need a secret ticket for that you can only obtain through cheats or from non-existent Nintendo events. Cheats do wonders. =)
