I've never done it, but I wouldn't reccomend it, because Mudkip isn't very strong and you will be using a Swampert throughout the whole game.

Not really!!! If the terreain is rainy and you have the move surf, the atk of surf will go higher so as it's accuracy if your Pokemon has the ability swift swim. The strengh of surf will be almost as powerfull as hydro pump! Your mudkip should have rain dance,surf and ice beam.

I don't think so. Teach it Surf because you get 15PP 100ACC 95DMG. Compare to Hydro Pump 5PP 70ACC 120DMG. Sure it may take down more but you can give more damage with surf over time. Same w Flametrower & Fire Blast, Thunderbolt & Thunder, and Ice Beam & Blizzard.

Actually, Hydro Pump is 80ACC, but you're still not too far off. Another thing to note is that Hydro Cannon requires you to recharge

YES!!!!!!!!!! The best move a swampert ever learns is earthquake and you can teach that to anyone using a TM. Let your mudkip learn hydro pump, then let it evolve and teach it earthquake using a TM.
