You need the ticket to get the other legendary Pokemon like jirachi, deoxys, Mew etc. Mewtwo can be found in FR/LF inside the cerulean cave.

You can get the tickets from either a cheat device or a nintendo event


You get Mew by either going to faraway island (get there by getting the old sea chart which you have to either cheat for)

And you get mewtwo by either trading it from FR/LG or cheating


P.S. If you can't cheat than it will be hard getting those Pokemon and tickets

The birth ticket is to get to birth island and Mew is on southern island and you need a eon ticket for that

You don't get Mew and Mewtwo at Birth Islands,you get Deoxys at Birth Island,and you need to use a gameshark or a action replay to get the ticket.
